HDB COV calculator

Estimate the cash over valuation (COV) on an HDB resale flat before you sign the Option to Purchase. Search any block, enter the asking price, and see where the valuation is likely to land and the cash you may need above it.

How the COV estimate works

HDB's valuation is requested only after the seller grants the Option to Purchase, so the price is agreed before anyone knows the valuation. This page estimates it in advance with a price model fitted on HDB resale transactions since 2021, which prices a typical flat in the block by its town, flat type, floor area, storey, remaining lease, distance to the nearest MRT station and to the city centre, and the land use around it.

The likely valuation range is the model's typical error on sales it was not fitted on. The page shows the COV if the valuation lands at the top of that range, at the estimate, and at the bottom. Once you have HDB's valuation, enter it for the exact figure.

Quick answers

What is cash over valuation (COV)?

COV is the part of an HDB resale price above HDB's valuation of the flat. If a flat valued at $600,000 sells for $620,000, the COV is $20,000.

Can I pay COV with CPF or a loan?

No. An HDB or bank loan and CPF savings are capped by the lower of the price and the valuation, so the COV has to be paid in cash.

When do I find out the HDB valuation?

Only after the seller grants the Option to Purchase and the buyer requests the valuation from HDB. By then the price is agreed and the option fee is paid, which is why it helps to estimate the COV first.

How much COV is normal?

There is no official figure: HDB stopped publishing COV data in 2014, when it moved the valuation to after the Option to Purchase. This calculator estimates it for a specific block and price instead.
