The estimate comes from a price model fitted on every HDB resale transaction since 2021. It prices a flat by its town, flat type, floor area, storey, remaining lease, distance to the nearest MRT station and to the city centre, and the land use around the block, and adjusts for the month of sale. Each block then carries its own adjustment: how its sales in the last 24 months ran above or below the model, which picks up what those features miss (a view, a layout, a corner of the town). Search a block and it estimates a typical flat there; enter the asking price and it shows where that sits against the estimate.
The band around the estimate is the model's typical error, so a price inside it is in line with the market. It also estimates the likely cash over valuation (COV): the HDB valuation is only done after the Option to Purchase is signed, and any amount above it must be paid in cash.

COV is the part of the price above the official valuation. Loans and CPF are sized on the valuation, not the price, so the COV must be paid in cash. HDB orders the valuation only after the Option to Purchase is granted, so buyers commit before they know it.
